Madhya Pradesh
with over 14% of the country's tribal population fared very poorly in
providing private health care access to Scheduled tribe communities
under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojna (AB-PMJAY) since its launch.
The reply of the union health ministry in Lok Sabha
on August 6, showed that the state only treated 2212 beneficiaries of
scheduled tribe communities in private hospitals under AB-PMJAY till
date.
The scheme was launched in September 2018 with an aim of
providing a health cover of Rs. 5 lakhs per family per year for
secondary and tertiary care hospitalization to over vulnerable families
that form the bottom 40% of the Indian population.
The reply
revealed that people of Scheduled tribe population struggled to access
health care services in private institutions in the state with maximum
beneficiaries under this flagship programme.
State government
registered around 2.50 crore beneficiaries under the scheme, which is
maximum in any state of the country, by issuing the cards to them.
The
poor state in accessing health care services in private institutions
under this scheme could be understood by the fact that states like
Jharkhand, Chhattisgarh, Meghalaya, Manipur, Nagaland, Jammu and Kashmir performed comparatively better than MP.
MP
Ayushman CEO S Vishwanath said, "There are two three points that have
to be considered in this case including there are some districts without
any private facility under Ayushman Bharat scheme in state."
"These
are the remote parts of the state like Alirajpur, Bhind and others.
Khandwa was also on the list but got removed after one facility got
empanelment", said CEO Vishwanath.
The other is that we can't
empanelled every private institution under the scheme because there are
parameters that must be followed. But, in case there are any hospital
fulfilling parameters we are more than willing to empanelled, said CEO
Vishwanath.
In July alone, seventy to eight private health care
facilities were roped under the scheme in the state. We are also pushing
for subsiding and giving relaxation to private facilities in remote
areas, added CEO Vishwanath.
The state has only 419 empanelled
private institutions under the scheme which is almost one-fourth of
those in Tamil Nadu- a state just slightly behind in number of
beneficiaries with over 2.50 crore beneficiaries in scheme.
The
record of the state in providing health care services in private
institutions through this scheme to scheduled caste beneficiaries
(Dalits) has remained very dismal.
It remained behind at least six
states with only 4312 beneficiaries of Dalit community accessing
services in private health care in these three years, revealed the union
ministry reply.
In case of Dalits also, Chhattisgarh and Jharkhand secured second and third spots with 57,682 beneficiaries behind Haryana with 96,304 beneficiaries getting benefit under this scheme in the first three years, showed record.
Similarly,
in case of women beneficiaries accessing private health care services
under AB-PMJAY, the state remained behind eight states in the first
three years of the programme with only 1.70 lakh being benefited.
